Description
This effect modifies the foreground (text) color of a title image.

Controls

Frequency:		Determines how often the foreground (text) flashes to a color.
Saturation:		Determines how vivid the foreground (text) colors are.

Notes
This effect assumes that the background of the source image is black, and the foreground is white.
